Reconceptualising illegal fishing as a security issue may prove an effective solution.

Illegal fishing is increasingly recognised as an ecological catastrophe. Illegal fishing challenges individual livelihoods, the economic survival of industries, and potentially the survival of small island states. Many of these states are in Australia’s immediate maritime neighbourhood.
