The stark decline in Australia’s strategic circumstances is well documented. So too is thirty years of serial poor performance delivering major Defence hardware. We face the greatest security threat since 1942, defence spending has been raised to two per cent of GDP and we have no warning time. Big, difficult problems remain to be addressed.
