THE relationship between the West and Iran is changing, whether or not the US part of the Iran nuclear deal is approved. The issue in the sanctions deal is whether Iran will be able to develop the nuclear weapons it has sought for many years, and the question which has been raised is whether the guarantees in the agreement will preclude further Iranian bomb development.
