US Navy’s duty to Congress

The military has two masters – the executive, who directs and operates, and the legislature, who regulates and budgets. The Navy, and other services to a lesser extent, have forgotten that obedience to the executive branch exists alongside, not above, congressional oversight – to which the military owes its total independent honesty when directed.
