Most analyses of Pacific scenarios have focused on the quantities and capabilities of the platforms that the PLAN might employ to achieve its campaign objectives. To date, there are very few studies about the people who would operate this hardware or the officers who would command them. This article seeks to contribute to this neglected area of China security studies.
