Submarines: speak now or forever hold your peace

From where I sit in Darwin, the greatest Australian defence scandal of the twentieth century was the lack of Spitfires in Darwin when the Japanese arrived. But it is surely going to be matched in the 21^st century by the lack of submarines in Australian waters when the next need for efficient combat vessels gets here.
