Reforming force development

Force development is the process of investigating the future of warfighting and aligning the preparations of a military along the lines of that investigation’s findings. (Center for International Maritime Security) If knowing how to fight could be described as knowing how to execute tactics, then force development is about how to get better at fighting.1 Yet force development is not just about creating viable tactics or proper crucibles for forging warfighting skill. It is about ensuring there is a high level of force-wide fluency on warfighting and a broad understanding of how to get better at fighting.
