The Quad, as is well known, was born out of an immediate need to provide assistance to several coastal areas right across the Indian Ocean as a result of the devastation caused by the 26 Dec 2004 Tsunami. Its objective was to provide Humanitarian Assistance and Disaster Relief (HADR) mainly to Indonesia, Thailand, Sri Lanka and Maldives.
