THE 20th century American strategist Rear Admiral J.C. Wylie said, “I believe deeply that strategy is everyone’s business.”1 The expansion of internet-based strategic commentary, and the greater distribution of traditional sources of strategic discussion like the U.S. Naval Institute Proceedings, and The Naval War College Review have certainly played a role in achieving Admiral Wylie’s desire.
