The First Sea Lord, head of the Royal Navy, recently stated that he has an issue with the way the Service chooses its leaders. In outline, General Gwyn Jenkins, Royal Marines, believes the assessment tools are too subjective and the system is too top down: “relying heavily on how your superior feels about you” and is therefore prone to promote those who – paraphrasing – kiss up and kick down.
