The foreword to the 1963-1964 edition of Janes Fighting Ships states in relation to the United Kingdom that:

“The problem of finding the right compromise between the actual requirements of the Royal Navy to meet British commitments all over the world and the number of warships the nation can afford to build, man and maintain, is now complicated by the decision to build a squadron of Polaris  armed nuclear Powered submarines as Britain’s independent contribution to the long-range strategic deterrent forces of the Western Alliance. . . .
