New Russian naval planning organisation

In August 2024 President Vladimir Putin, issued Presidential Executive Order On the Maritime Board of the Russian Federation. The Maritime Board includes the Council for the Strategic Development of the Navy, the Council for the Defence of National Interests in the Arctic and the Council for the Development and Support of Maritime Activities. Presidential Aide Nikolai Patrushev the Chairman of the Maritime Board.

On 10 October the Kremlin announced the first meeting of the Council for Strategic Development of the Navy chaired by Nikolai Patrushev. The associated media release stated, “participants focused on the strategic requirements for the Navy, its objectives and priorities in terms of shaping and developing the Navy, as well as measures to streamline state policy on matters related to the Navy.

Special attention was paid to initiatives designed to enable the Navy to deliver on its strategic objectives, as well as to maintain its capabilities to deter any maritime aggression against the Russian Federation. The Council members discussed the military and political situation in the Black and Baltic seas, as well as the latest geopolitical developments, and efforts to defend national interests in various parts of the World Ocean.

The importance of ensuring that the Navy develops in a balanced manner, enhances its combat and operational capabilities and expands its military potential was emphasised. Also high on the agenda were efforts to develop shipbuilding operations, upgrading research, technical, manufacturing and technological infrastructure for the shipbuilding sector, and the need to launch ships and vessels into serial production, while also streamlining operations dealing with developing new weapons, military and specialised equipment. The participants suggested taking additional measures for training qualified specialists and offering professional upgrade courses to those already working in the shipbuilding sector, as well as Navy engineers.

Following the meeting, instructions were drafted for federal and regional executive bodies and entities involved with the Navy.”
