In a July article Congresswoman Elaine Luria called for the development of a new maritime strategy. A key reason she wrote the article was frustration with the US Navy’s budget submission. She feels, as apparently do other members of Congress, that there is no valid strategy underpinning the Navy’s shipbuilding plan.
