The surge of propaganda notwithstanding, several issues confront Beijing before the maritime militia can effectively function as the third arm in collaboration with the PLAN and CCG. First, the wide dispersion of the maritime militia at sea makes it harder to control than land-based forces.39 Second, it is unclear through what institutionalized cross-system integrator(s) maritime militia forces coordinate with the CCG or with the PLA’s theater command system that operates active-duty forces.40
