From the very early days of the planning to replace Australia’s diesel-electric Collins class submarines, there were two “non-negotiables” that defined how the project would proceed, Simon Cowan writes in The Canberra Times.

They were that the submarine couldn’t be nuclear-powered, and that they had to be manufactured and assembled in Adelaide.
