The cruiser Chosin and destroyer Stout were both deemed unfit for combat operations by the service’s Board of Inspection and Survey, which at the time checked ships’ material conditions every five years, Defense News reports. And they weren’t the only ones. From 2005 through 2009, nearly 14% of surface ships failed their inspections, up dramatically from 6.2% from 2000 to 2004 and 3.5% from 1995 to 1999.
