THIS is a story about the good, and the bad, of getting things done. Normally, of course, bureaucracy moves at the pace of consensus, which is slowly. Sometimes very slowly. There’s a reason for this. Doing nothing has the massive benefit of avoiding mistakes and screw-ups, together with all the terrible publicity that accompanies them. The downside is that nothing gets done fast.
